Course Description
This course prepares emergency responders to handle hazardous substance releases from tanker truck incidents, including spills, leaks, and chemical fires. Participants will learn OSHA 29 CFR 1910.120 compliance essentials, PPE requirements, and operational procedures to ensure safety and effective response.
- Understand OSHA’s standard for hazardous waste operations and emergency response
- Learn its application to tanker truck spills and highway incidents
- Address uncontrolled releases or substantial threats of hazardous substances
- Respond to incidents like overturned tanker trucks, chemical fires, and highway spill cleanups
- Exclude incidental releases posing no significant threat to worker safety
- Overturned tanker trucks leaking flammable liquids on highways
- Chemical fires from hazardous cargo spills requiring coordinated response
- Hazardous waste uncovered during highway excavation and cleanup
- Initial training within 90 days of emergency response assignment
- Minimum 24-hour or 40-hour training based on role and exposure risk
- Annual refresher training and specialized training for confined spaces, respiratory protection, and decontamination
- Two responders inside the hazard zone
- Two responders outside for support and rescue
- Level A: Fully encapsulating suit + SCBA for unknown or highly toxic substances
- Level B: Splash protection + SCBA for respiratory hazards with less skin risk
- Level C: Air-purifying respirators + chemical-resistant clothing for known contaminants below IDLH
- Level D: Basic work clothes for no known hazards
- Conduct site characterization and hazard assessment before entry
- Implement engineering controls, safe work practices, and decontamination procedures
- Monitor exposure and provide emergency medical surveillance
- Ensure compliance with OSHA and DOT regulations
- Provide training, PPE, and emergency response plans
- Maintain documentation and coordinate with local emergency responders
