Course Description

This course provides petroleum industry professionals with the knowledge and skills to respond effectively to hazardous substance emergencies, including petroleum spills, in compliance with OSHA’s 29 CFR 1910.120 (HAZWOPER). Participants will learn hazard identification, emergency response planning, and the use of engineering controls and PPE to ensure safety and regulatory compliance.

  • Understand OSHA’s standard for hazardous waste operations and emergency response
  • Learn its application to petroleum spills and hazardous substance emergencies
  • Emergency response to petroleum releases and hazardous waste cleanup
  • Operations at uncontrolled hazardous waste sites and emergency releases
  • Employer responsibilities to prove no employee exposure risk if applicable
  • Develop and implement a written safety and health program for hazard identification and control
  • Establish emergency response procedures specific to petroleum-related hazards
  • Conduct site characterization and hazard analysis before initiating work
  • Provide 8 to 40 hours of HAZWOPER training based on worker roles
  • Cover hazard recognition, PPE use, decontamination, and emergency procedures
  • Implement medical surveillance to monitor health effects from hazardous exposures
  • Create a written plan with emergency contacts, alarm, and evacuation procedures
  • Include specific actions for petroleum spills, fires, and releases
  • Develop recovery operations and incident termination protocols
  • Regularly review and update plans, often requiring professional engineer certification
  • Apply the hierarchy of controls: engineering controls, safe work practices, and PPE
  • Select PPE based on hazard type and exposure level (e.g., chemical-resistant suits, respirators)
  • Continuously monitor hazardous atmospheres during response operations
  • Understand the environmental, financial, and health risks of petroleum spills
  • Learn from industry examples like ExxonMobil’s Emergency Response Plan aligned with OSHA and DOT regulations
  • Coordinate 29 CFR 1910.120 with DOT pipeline emergency response rules (49 CFR 194, 195)
  • Align with EPA’s Resource Conservation and Recovery Act (RCRA) requirements
  • Develop Integrated Contingency Plans for streamlined compliance
